"goeie" means good "more"/"môre" means morning or tomorrow. Thus "goeie more" (say: g-oi-uh moh-re)

It's slang, and not very conversational. I also believe it's more common in British English than in American English. Americans tend to say "Good morning everyone," or "Good morning everybody."
When the sun rises and everybody's awake. Usually it's hoping a good morning to somebody to start off their day. Or you could use it when the sun comes up and it's a good and happy morning for you or somebody else.
