Ex Opere Operantis means "in virtue of the agent." It refers to the truth considered the conditions required for sacrament's valid administration or for its worthy reception. What is received is received according to the disposition of the receiver. The sacraments' grace works in us only to the extent that we are open to it. Sanctity or the sinfulness of the priest is irrelevant so long as he uses the correct matter, the correct form, and the intention to do what the Church does. It is hoped that the priest is holy, but it isn't necessary. Any Catholic may receive the sacraments, but it will not be as effective a means of grace if not properly prepared or, no doubt it has objective value.
