in the old games such as ruby, emerald and so on, dive is an hm. in the new games such as diamond and pearl or soulsilver and heartgold, i suppose it is an TM as you described…. if i remember, it is not a TM from 1-99. it must be i think above tm99. TM stands for Technical Machine and HM for Hidden Machine. In the game they are like CDs you can use to instantly teach a move to your Pokémon, as long as they are compat…ible to said move. In Pokémon X and Y both types can be used as many times you want, so basically the only differences between a TM and a HM are the later cannot be deleted by normal means (the only way is to pay a visit to the Move Deleter) and they can also be used for some mechanics outside of battle, and therefore, may be required for plot progression. If there is a certain type of plant blocking your way you have to use Cut to get rid of it, if you want to navigate water areas you must use Surf, among others. Some HMs can also be used to make your life easier, like Fly, which can be used to instantly travel to any city in the map whose Pokémon Center has been visited before, as opposed to traveling by foot.
