A cement anchor is a general term to describe a fastner that is attached to concrete. Common concrete anchors have a lead tip that mushrooms and "grabs" the concrete. Usually a hole is first drilled into the concrete. Then a concrete anchor is driven into the hole using a hammer. This allows for attaching wood or metal to concrete.
Your local home store will have anchors for cement that accept a standard size screw (probably a #10 or #12 for this purpose). You will also need the correct size masonry bit for the anchor which is usually stated on the anchor box. A plastic anchor should be fine but be careful not to overtighten the screw and strip the anchor. Use stainless or galvinized screws. Good Luck
Either by screwing it in place or using a nail driver that shoots a nail into the cement. The screw to use is called Tapcon. It does not need an anchor to screw into, it goes directly into the cement.

there are high powered nail guns, similar to a 22 pistol. they shoot the nail into concrete. they are available for sale or rent at a local rental outlet. one may also use plastic or metal anchors, by predrilling the cement with a cement bit, tapiin the anchor, pre drill the base noard of the wall, then anchoring the wall with a lag screw into the anchor. adhesive would be a great idea to seal and reduce creaking noises later to come.
