Here is one way to get shiny SPECIAL POKEMON (the ones that you talk to, e.g. lugia) When you see a SP (special Poke'mon) DO NOT APPROACH, Save! Now, approach the Poke'mon, and talk to it. If it is not shiny (abnormaly colored) soft reset (abstrtselect at the same time) and approach again and again till it is SHINY

A golden Margikarp is a shiny margikarp, and as with other shiny Pokemon, there is only a 1/1892 chance of getting a Shiny(golden) magikarp. To get a shiny Dratini in Pokemon Crystal you need to find one in the wild or hatch one. This is extremely rare though with a 1 in 8192 chance of the wild or hatched Dratini being a shiny. There is no way in Pokemon Crystal to improve these odds.

By "Crystal" I suppose you're meaning a Shiny Pokémon. Shiny Pokémon are extremely rare. Every time you encounter a wild Pokémon, you have a slim chance of finding a shiny one. It is around 0.01% chance of finding one.
