It was the Egyptians whom first created a calender and measurements of time according to the sun, moon, and stars. They are responsible for our 365 day year, 12 months and 30 days to the month. They were also the first people to divide the day into 12 hours and the night into 12 hours. Later, 60minutes were added and 60 seconds.

Anyway, to get to your question they also created a moment in time called the 'at' which was 'right now'. In the time it takes to think of it, it has already passed on to the next 'at'. etc.
