Floatzel would be a good choice, it has a high speed stat. You could also try to get a Swampert if you have Ruby, Sapphire or Emerald versions. If you don't, whiscash and gastrodon would be great alternates. Those three are are only weak to grass!If all else fails, you couldn't go wrong with a nice strong Empoleon.
