This could be a cyst. It is what my mother had when she was in her teens, and she had a surgery to get it removed. It is usually a build up of protein or another such substance in the body, and yes, it is movable. It might be round or oval in its shape. I'm no expert in these matters, I am merely speaking from what I have seen. Even my brother had such a cyst; it was under the skin where his side-burn is. He too had surgery to get it removed.

The possible cause for a hard elongated lump on the lower back rib cage is infection. It can also be caused by shingles.
