A priest's permission to leave a diocese is called an incardination, which is the process by which a priest transfers from one diocese/religious institute to another, with the permission of the respective bishop/religious superior.
The process of "excardination" (leaving one dioces) is allowed only with the permission of his local bishop, with the understanding that he has an understanding with the bishop of a different diocese into which he wishes"incardinate" (become a member). Should a priest wish to leave the diocese in order to leave the priesthood, he may request laicization from Rome.
