The process of "excardination" (leaving one dioces) is allowed only with the permission of his local bishop, with the understanding that he has an understanding with the bishop of a different diocese into which he wishes"incardinate" (become a member). Should a priest wish to leave the diocese in order to leave the priesthood, he may request laicization from Rome.
