A privateer was a private person or warship authorised by a government or sovereign to engage in attacks on foreign enemy shipping during wartime. The authorisation took the form of a letter of marque.
Privateering was outlawed by the majority of countries in 1856 by their signing of the "Declaration of Paris". Which however was not signed by the US.
This ultimately enabled the US Navy to issue a letter of marque to the airship Resolute at the beginning of World War 2 to allow it's use as a patrol aircraft taking part in the hunt for submarines.
