Wind Abrasion is more often called "windburn", as exposure to constant wind dries out the skin, and the abrasive action of the air flowing over the skin at high speed 'burns' it , or rather severely abrades the skin itself.

The best protection is anything that will keep the wind from constantly flowing over exposed skin. If it's already happened, then standard medications for dry, chapped skin are what's best to be used. "Chapstick" is so named because "Chapping" is also another name for wind abrasion; Chapstick was developed specifically to combat wind chapping of the lips, and can be used around the eyes as well.
