There are lots of things. For starters, you have to think of a melody and be able to translate it to a music staff, figure out the time signature, key signature, and tempo, and decide which instrument(s) will be used. If there are multiple instruments you also have to make sure their parts harmonize well. Overall it can be a complex and time-consuming activity, but I personally think it is worthwhile.
Really, writing music comes in many different ways, but what I think of as writing music would be creating a piece of music totally from thoughts and writing them.
