No, and yes. Rikers Island is an actual island. It is located at the north end of the East River, in between Manhattan, The Bronx and Queens. So it is not physically part of the borough of the Bronx (which is the only New York City borough that is not an island or part of an island, but is attached to the mainland of New York State). But officially -- in state government -- Rikers Island is considered to be part of the Bronx, the same way that Governors Island and Roosevelt Island (which are also actual islands) are considered to be part of the borough of Manhattan. However, since its only bridge connects to the Astoria neighborhood of Queens, Rikers Island is included as part of Queens Community Board 1, and it has a Queens zip code.
