The Department of Transportation (DOT) regulates the commercial motor vehicle industry (people and companies who drive vehicles for a living). They have a set of regulations that guide the actions of the industry. One of the regulations has to do with accidents that occur involving a vehicle that is covered under the DOT guidelines as follows:
* drivers of vehicles with a gross vehicle weight rating (GVWR) of 26,001 lb or more for intrastate operations or 10,001 lb or more for interstate operations; * operation of a passenger vehicle designed to transport more than 15 people, including the driver; * transportation of hazardous materials in a quantity requiring placarding under DOT's hazardous materials regulations. Not all accidents that occur involving one of the types of vehicles above must be reported on a special form and sent to the DOT headquarters; only accidents that meet one or more of the following criteria:
"an occurrence involving a commercial motor vehicle on a public road in intrastate or interstate commerce, which results in:
1) a fatality;
2) injury to a person requiring immediate treatment away from the scene of the accident; or
3) disabling damage to a vehicle, requiring it to be towed."

In Pocatello, ID any accident with ANY damage was reportable.
