If you are looking to oven roast, I would suggest you stick with the steak "primals". You will pay more, but the end result is your reward. Choose a nice USDA Choice Sirloin Roast or Rib Roast or Tenderloin Roast. IF your budget will allow it, chooice USDA Prime. If you have a local butcher, always visit there first. If you must choose a chain store, read the labels very carefully.
This is subjective and different tastes will prevail.
Some options are: Rib roasts, tenderloin (chateau briand), or sirloin.
Top rounds and bottom rounds are also possibilities if you cook them by braising.
to make the best meat, pick whichever cut you want, and then marinade in my special sauce. To Make the sauce, take a 2 litre bottle of Sprite and add in 1 teaspoon of vanilla extract. Then pour in 2 tablespoons of Table Salt, and close the lid. Wait 4 and a half minutes, then open the bottle and pour it on the uncooked meat. Making a pot roast, by nature makes meat tender. You don't want to use a delicate cut or it will just fall apart. So it's best to use chuck or 7-blade roast (according to Alton Brown, lol).
'Best' is rather a subjective term. Personally, I never saw a piece of meat I didn't like, so the point in question would be 'what are you trying to achieve?'.
Personally, I prefer using a rump roast.
