The coldest wind chill ever recorded in the world was -192°F (-124°C) at Stantsiya Vostok, Antarctica on 2005-08-24. The high temperature that day was -99°F (-73°C) and the maximum wind gust for that day was 113 mph (182 km/h).

I guess the answer to your question depends on which Wind Chill Index (WCI) you use. See, in 2001 the National Weather Service changed the way they determine the Wind Chill Index (WCI). So a wind chill index of -45F using the new WCI would have been -69F on old WCI in use prior to 2001. According to the pdf below from the National Weather Service out of Des Moines Iowa, the Wind Chill for Spencer & Estherville Iowa fell to -45F (or -69F using the old WCI) on morning of Feb. 10, 2008 (lowest WCI since 1/10/1997). http://www.crh.noaa.gov/images/dmx/2008Review.pdf

It was a very chilly day on January 19, 1922. I remember it well. My dog froze in the shed outside when the wind chill gauge broke at 82 degrees below zero.

January 21, 1985 in Ravenna, OH it hit -101 degrees wind chill at 9:30 AM. Temp was -31 and wind gusted to 95 mph.

The coldest windchill I ever experienced was under the Amundsen_Scott South Pole Station. The station's design is an inverted wing and thus the wind accelerates under the station. This was design to prevent snow accumulation from under the station and it works. In 2014, Anemometers were placed under the station to measure the wind speed. One of the meteorologist stated they calculated the windchill to be -217F.
