It is called a mariners compass, it is a instrument that shows the North, east, West and South, and is used by pilots and the sailors.
On a magnetic compass, the midway point between northwest and northeast is the Magnetic North.
Using the abbreviations N = North, E = East, S = South and W = West; starting from North and going clockwise, they are: N NNE NE ENE E ESE SE SSE S SSW SW WSW W WNW NW NNW
Because graphics cannot be presented within a WikiAnswers answer, it is not possible to draw a compass rose here. Look at the Related Links, below, for other internet sites that show what a compass rose is and how to draw one.
up (north) down (south) left (west) right (east)
The reason for this is that it is a surveyor's compass with fixed sites along the north south axis and this allows easy non reversed readings of bearings. When you turn the compass siting on this axis the needle of course follows magnetic north. Align the sights with magnetic north and then turn the compass clockwise 45 degrees which should be North East or N 45 degrees E and you will see that the needle is showing the correct bearing because the East and West are reversed.
