No it can not cause HIV.
HIV is a virus transmitted through contact with a person's infected blood, semen, vaginal fluid or breast milk. Gonorrhea does not cause a person to develop HIV, however being infected with Gonorrhea does increase a person's risk of acquiring HIV infection. Having any STD makes it easier for HIV to enter the body and infect a person.
