Your understanding of a language can be devided into active and passive vocabulary.

The active vocabulary consists of all the words you are able to use when writing or speaking.

The passive vocabulary consists of all the words you are able to understand when you read or hear them.

A language consists of many words that are seldomly used or complex. These will often belong to the passive vocabulary of many users.

The more you practice any particular language, the bigger each group will grow, until a time when most words are passive knowledge. Then, with further praktice, the active vocabulary wil expand.

Active knowledge involves being able to produce language (speaking or writing), while passive knowledge involves being able to understand and comprehend language (listening or reading). Active knowledge requires more mental effort and recall, while passive knowledge is more about recognizing and interpreting language.

What is the difference between passive and negative?

Assuming that your question refers to language, there is a good deal of difference between them. A negative sentence is one with a word like not, never, or nothing that indicates that something is not the case (e.g., I've never been to Florida.). A passive sentence is one in which the subject of the sentence makes no action, but is rather the object of another actor (The telephone was invented by Alexander Bell.). In English the passive is invoked by the use of the verb TO BE in its appropriate tense, and the past participle. The passive is normally used when the person taking the action is unknown or unimportant (e.g., I was robbed while on holiday.). It is possible to have a negative passive sentence (e.g., John wasn't invited to the party.).
