To be "in love" often employs the connotation of romantic love. You'd be in love with a girlfriend/boyfriend or husband/wife. To just "love someone" is usually taken in a platonic way, "I love my sister, I love my mom, I love my son, etc." On some occasions the terms are used interchangeably but those times are extremely rare.
