A workman's compensation scheme is a statutory requirement by Governments on employers so as to look after the welfare of low paid workers in times of death, injury etc.
A GPA is an optional cover by workers who are highly paid to protect their welfare and the employer buys this cover from insurance companies as a benefit for its workers to assist with death, injury, medical expenses etc. above the statutory or compulsory schemes managed by Governments.
