A plot summary simply gives you the gist of the storyline. If it's a description from the studio or the retailers, it will simply give you the set up. If you're looking on Wikipedia or something, it will include all major plot elements, including spoilers.

A review is someone's opinion of the film (or whatever). It will also generally give you an idea of the plotline, but will also contain a recommendation on whether or not you should see/buy this film, and will often focus on the things that the reviewer finds most interesting/horrible. It may contain a quick plot summary, but a plot summary would not press an opinion like reviews do.
