I believe you mean Diana the Huntress by the School of Fontainebleau (Oil on wood, mid 16th century at the Louvre, Paris). This school of famous painters were primarily French and Italian. Although the identity of the artist who painted this is unknown, it is believed that the "Diana" here is Diane de Poitiers, the mistress of Henri II and a huge supporter of the arts.

The hookshot can hit him if you don't use arrows, but you will have to be close enough to the painting he comes out of. Alternatively, learn how to utilize glitches in Ocarina of Time (probably won't work on the 3DS version), and as Young Link, bombchu hover into the Forest Temple, vine clip into the boss room and use the slingshot.
