THE SONG FOR TAGGART IS CALLED 'NO MEAN CITY' AND IT IS SANG BY MAGGIE BELL.
The question may have meant the NEW Taggart theme, particularly who was playing it.
Sounds like David Gilmour to me. But I doubt he would prostitute himself for this: perhaps it's Tim Renwick ?

Because it was written for the TV show "Phineas and Ferb". It is now the theme tune for that TV show.

I thought it sounded a bit Gilmour-esque, but by dint of that it might be Tim Renwick. He can do anything ! guitar on the taggart theme tune was ray Russell http://www2.stv.tv/tv/taggart/interviews/taggart_maggie_bell_interview_20080926
The tune was Teenage Carnival by Keith Mansfield.
The Taggart theme was undoubtedly a complete ripoff of Baker Street. Although the original Taggart theme (the one I'm familiar with) didn't have any sax. I just listened to the theme on Youtube to confirm it.
