Top round is a very lean cut of beef. It does not contain the ribbons of fat (marbling) through the meat, which typically melt over heat and help to tenderize the meat, make it more flavorful, and keep it from drying out. Because this meat is lean, the best cooking method is braising. To braise, you… should take the seasoned round, heat a small amount of fat/oil in a skillet, then quickly brown the round on all sides. This will sear it, add color, and help hold in juices. Then, transfer the round to a roasting pan, cover with stock/broth/water, and any herbs or spices, cover and then bake. Braising will make a much more tender product, and the end result will be juicy and flavorful. (MORE)

If a cake is cooking only on the top, it may be that the oven is set on "broil" instead of on "bake," or that the bottom element of the oven may be broken. Another possibility is that the cake simply has not baked long enough to be "done" throughout. If the oven is set at too high a temperature, the… top of the cake might scorch before the interior is baked. The oven temperature should be tested with an oven thermometer to determine whether the temperature setting is accurate. (MORE)
