This was a very common circulation coin until Germany adopted the euro in 2002. At that time it was worth about 1/2 of a US cent. Today it's only of interest to collectors, and then only if the coin is in uncirculated condition where it might retail for US$1 or so.

sammler.com, a major German collectibles site, lists the following approximate retail values as of 06/2014 regardless of mint mark:

Almost no wear - US$2.70

Uncirculated - US$5.40

These were the first 1 pf coins struck by the new federal goverment of Germany following WWII. About 3 billion were struck to meet the demand for coins, so they're not particularly valuable. In fact so many were made that no new 1 pf coins were needed until 1966.

What is the value of a 1991 pfennig?

One-half of a U.S. cent. Before the euro was adopted Germany's currency unit was the mark. One mark = 100 pfennige (that's the plural of "pfennig"). At its last valuation in 2002 the mark was worth about 50 cents (U.S.) so a pfennig was pretty far down on the scale.
