Hindenburg was old and had been called out of retirement, but everybody liked him. Ludendorff was the real brains in the pair and Hindenburg the front man. By about 1916 Ludendorff was basically a dictator, as the government in Berlin had little choice but to do what Ludendorff told them they had to do. Oddly his official title was Quartermaster-General of the army.
