I was looking for an answer rather than supplying an answer. I believe that soap is used to help remove dirt, to make the surface (skin or clothing) slippery to remove dirt. In other words, if you don't have dirt, water is sufficient. If soap remains on the skin it can clog pores and lead to B.O.

A water well is used for getting water out of. People in especially poor parts of the world use them because the have no other way to get clean water. Think of the disaster in Haiti. They can't just go to a lake, river, or the Ocean for clean water. It is almost poisonous. It carries so much diseases that they could dye of anything. Water wells help retrieve water out of the ground so people can get pure water. The water is almost naturally purified from sifting through the dirt, it just needs to be filtered or boiled to get the dirt out of the bottom of a bucket.
