There is usually a hazard label used in chemistry that is used with hazardous materials which I believe label the "Flammability", "Toxicity", "Corrosiveness", and "Fume Hazard" along with additional labeling if the container is frail, or if the explosive can be triggered in some other way.
Keep in mind that packages containing volatile materials such as aerosol cans, paint cans, gasoline, gunpowder etc. are NOT allowed in the US postage system. They even give you specific warnings for suspicious packages.
Additionally, if you find any kind of package that is unusual and might be a sign of an explosive DO NOT TAMPER WITH IT. Call a local authority and have them make sure that the package is not explosive.

You can usually find hazard symbols near dangerous materials or areas like maybe you would find lots of radioactive hazard symblols in chernobyl, where the atomic explosion happened.

A powerful explosion which leads to the complete destruction of the plant would be considered a major explosion. Since fertilizer is highly explosive, it is possible that any minor explosion will lead to a much greater explosion.
Usually FedEx will continue with its regular ground service because the label is usually the only piece that they actually use during shipment. However, the worst case scenario would be that FedEx would return the package to you and ask to put it in correct packaging before shipping again.
