The SHETLAND ISLAND!
There is no real 'average' girth size for any horse or pony just based on height alone. You need to have a flexible tape measure like a seamstress tape and measure the girth area of the pony. You should have at least two holes above and at least one hole below where the girth would attach to the billets.

The difference is breed registry, A shetland pony is one breed, a miniature horse is another. http://www.americanshetlandpony.com/ http://www.mamhc1.com/
That is a matter of oppinion. Of course the full name of the Shetland is the Shetland Pony. A pony is any horse under 14 hands. This could be just about any breed, wheras, the shetland is just one breed.
I don't know but the Shetland pony is named after the Shetland island
