Windows XP doesn't have a (published) finite limit on the number of accounts that can be created. You should be able to create as many accounts as you have hard drive space for.
Local
By default, there is no password set for the hidden administrator account on Windows XP. When setting up this account and enabling it, the user must create their own password.
I have tried and I think you just have to reset it as default for each individual user.

An Administrator account and a Guest account. There may also be a hidden Admin account with permissions beyond the local Admin, but that isn't typically an account a user will engage with or see.
Windows XP comes with two types of user accounts; normal user and the administrator. Changing a limited user to an administrator needs the administrator account password and then selecting the option from the User Control Panel.
