The Estates-General (or States-General) of 1789 (French: Les États-Généraux de 1789) was the first meeting since 1614 of the French Estates-General, a general assembly consisting of representatives from all but the poorest segment of the French citizenry. The independence from the Crown which it displayed paved the way for the French Revolution.

A general assembly that represented French Estates - Clergy (first estate), Nobility (second estate), and commoners (third estate). Clergy and Nobility were quite powerful, whereas the Commoners consisted of "normal" people and the poor with little/no power on any governmental/legislative decisions whatsoever. The absolute monarchy in France ruled without convening it at all from 1614 until 1789.
