Bihar is a state in India. Patna is the capital and largest city of the state of Bihar in India. Pataliputra is adjacent to Patna. Pataliputra was a major city and a capital in ancient India.
The only Indian cities that ever WERE the capital of India are Bombay and Delhi, so all other Indian cities qualify as never having had that staus. Bombay (now known by it's Indian name of 'Mumbai') became capital of a unified India under the British Empire until Edwardian times, when the British transferred the capital to Delhi. This has remained India's capital ever since. So just consult a map of India to see it's other cities- none of these ever were India's capital. (N.B. remember that Pakistan didn't exist until Partition in 1947 / 48- Islamabad may now be Pakistan's capital, but up until British withdrawal it was just another Northern city, and Pakistan itself was all part of the British Indian Empire).
