Yes. The only way to get to the observation deck is by elevator. The stairs closed after September 11, 2001 and have not reopened. There are two floors once you get to the top. The observation floor and a exhibit floor. The stairs between the two are the only ones you can climb at this point. Sadly the Washington Monument is closed due to an earthquake that occurred on August 23, 2011.
Not on the outside, but you can climb the stairs inside to the observation deck near the top. They say they no longer allow you to even come down the stairs due to safety and vandalism to the plaques located on the walls on the way down. I have heard there are a couple times a year that they allow you to go down the stairs, but can't find anything giving any specific dates or validity to that.
