The spike at the end of a knight's heel is called a spur.
They were called spurs.
boots
One bill with several riders attached is called a Christmas tree bill.
There are spiked heels in javelin boots and on the take-off shoe in high jump.
riders
Three. One through each wrist and one though both heels.
An unrelated idea attached to a bill is known as a "rider." It is a provision that is added to a bill that may not be directly related to the main subject of the bill in order to increase the chances of the provision being passed into law. Riders are often controversial and can be used to add unrelated policies or projects to a bill.

No, I do not recommend using regular track shoes to throw the javelin. Javelin spikes have spikes in the heel as well as the front, so you can plant your block leg without slipping. Generally speaking javelin spike shoes are a heavier shoe. This allows for the much longer spikes. However, some athletes do wear there "regular" spike shoes and purchase a "jav heel" to add the extra much needed spikes in the heels.

A Christmas tree bill because everyone has attached their own "ornament" to it.
