It's an animal tranquilizer/sedative. There haven't been any formal human studies, though it's anecdotally known that several people have died from taking it.
Only in the sense that both of them are illegal drugs in the US (Xylazine is approved for veterinary use, but not for human use). The two are not at all similar in structure or mechanism.

This depends on the drug and if the drug user is dependent on the drug. For example if a placebo was given to a heroin addict they would still continue to experience unpleasant withdrawal symptoms if they do not receive the drug.
A person with normal mental health would not want to take an anti-psychotic drug. It would probably make them very depressed, and mess them up in other ways as well.
