He is considered a champion, however the actual belt, the actual title becomes vacant; what happens is, is that if a champ retires, boxers numbers 2 and 3, will then fight it out for the belt. Numbers 2 and 3 in the world I mean. Or it is 1 and 2? Gosh you know I totally forgot.... how does that work again? Ah, I remember now; you have the top 10 guys, who are the top 10 contenders, number 1 in that list, gets to challenge the champ. Yeah, that's how that works; in the event of a vacant title the number 1 does not automatically become champion, he has to fight the number 2 guy, and win. The belt is not simply given to you, just because the previous champ retired; you have to take it from the other guy interested in it.
