When changing the circuit breaker box to a bigger box with more breakers and splitting up circuits will this stop the lights from dimming?

Short answer: YES if the problem really is in your home!
Longer answer: call your electric company and ask for advice. The problem may be a transformer going bad, which the electricity service provider will take care of.
