When her breasts begin to move under her sweater or blouse. Sometimes they just want to feel grown-up so let her get her first bra (semi-padded) if she wants one.
I have two daughters and I see no reason why they would need any padding at all on a bra. They wear a bra for 3 reasons:
1. so they don't feel naked when they change for gym/P.E. at school in front of the other girls.
2. because at their age nipples may be sensitive and hurt if they bump into something - locker door, friends, seatbelt, etc.
3. So they have a nicer shape under their clothes instead of new breast buds poking through their thin school uniform shirts.
What they wear is a bralette or sports bra. It does not have cups. We got them at Target about $6 for a 2-pack.
