No, Zoroark is an evolved pokemon, has a gender, and can be breed. Non of which matches the legendary "requirements". I can see how it can be confused do to it having its own movie and how it is very hard to get unless you have a celebi.

For some reason those are the only exceptions to the rule of legendary Pokemon maybe because the rest of the legendaries are overly powerful.
