When my Peugeot 206 1.4 HDI is sitting idle the revs go up every couple of seconds then go back down it's like the car has hiccups it is only when idle and not while driving?

There is a sensor located in the tube going from the airbox to the throttle control usually with two wires, sometimes three. Try removing this and cleaning it with some electrical cleaner available anywhere parts are sold. That will probably solve your troubles.
