As soon as presents are wrapped. Kids get excited watching the stash grow, counting which ones are theirs, and trying to figure out what they are. This builds anticipation. Santa leaves his gifts, unwrapped, late Christmas Eve or early Christmas Day while children are sleeping.
Wrapped gifts can be placed under or near the tree as soon as one wraps them. Unwrapped gifts (such as those "from Santa" often are) are to be held until early on Christmas morning. If gifts from Santa are wrapped, they show up on Christmas morning, too.
