Most flowers grown from bulbs like the tulip are best planted in the fall as bulbs while the plant is dormant. Believe it or not, they will actually start growing roots in the fall and during the winter that will help the plant off to a good start in the spring.
The only time you can transplant tulip bulbs is when the leaves dry up. Then you may dig them up and store them in a cool dry place until autumn before the ground freezes during winter. You may try to transplant them in early spring when they start producing shoots, however, they may be damaged this way. You will then need to transplant them along with some amount of the soil. They will not thrive if you transplant them during flowering time.
