The Welsh were already in the UK when the anglo-saxons came to invade and in turn became the English. I'm not sure when that was, but I sure as heck know that the Welsh have always been in the UK. In 1865, "Y Wladfa" took place which was the Welsh settlement in Argentina to try to escape English invasion. They were suppressed by this "Welsh not" attitude that followed the English trying to take over Wales.
