I went to try and watch the first episode of season 5 on NBC's site and it said it won't be available until 9-1-2013 so I will guess that maybe Netflix has a similar time
If you mean the one with Matt Smith, it's already up. (I highly recomend that you watch the David Tennant ones if you haven't already. Personally, I think that David was a much better Doctor)

(January 2015) It doesn't appear so. There are 5 seasons available for rental & it has apparently never been available for streaming.
It was recently renewed for a fifth season however I dont think they have started shooting it yet.. so it will be a while before it is even aired

Netflix usually puts the previous season up when the new season of the show begins airing. Season 5 of Walking Dead begins airing in October 2014, so that is most likely when Season 4 will be up on Netflix.
