The FL Studio sample packs offered by Image Line are commercial products and you must pay for them. There are many websites that offer individual samples, but you'll have to purchase the sample sets and packs. Some are very cheap, only a dollar or so. A simple search for 'free audio loops' + the style of music you want them in will give you lots of possibilities. Try the 'Time and Space' website - lots of companies sell via them and many of them provide free tasters.
