You don't "sign up" to be a runway model. You have to submit your photos, measurements and other info to modeling agencies. If they like your look and your other info meets their requirements then they'll offer you a modeling contract to represent you.
Being a teen model takes alot of dedicated. um you dont have to be a certain age depending on who you model for. I'm a model my self im 13 but you have to keep you grades up
At age 12 you can do teen modeling, which has a flexible height requirement. At 5'4" at age 12 an agency that represents teen models would more than likely sign you, in addition to having a marketable look of course. From 13-14 and up the height requirements kick in. For commercial/print the height range for women is 5'5"-5'7" and for female fashion/runway models you have to be 5'8"-6'0".
I personally just pose in front of the camera for photo shoots and walk down the runway. Modeling is so much fun, I've been a model since 07. You build up the more jobs you get.
