You can't "watch" the Sailor Moon manga series, although you can read it; it's currently under license by Kodansha and Kodansha USA for English-speaking countries, and is being re-released through 2013.
The anime series ended its original run in 1995, though many countries continued airing it on various cartoon, anime, or children's programming channels throughout the early 2000s, but there are very few that are airing it now outside of select European and Asian countries.

Tokyopop (formerly Mixx) published Sailor Moon manga and anime material in English, including all of the Sailor Moon manga, the "Meet Sailor..." anime character books, and novelizations of select Sailor Moon episodes. Furthermore, the Sailor V manga was originally meant to be a oneshot, rather than an ongoing series, and there had been no expectation that it would spin-off the mega-hit series that Bishoujo Senshi Sailor Moon became.The Codename: Sailor V manga was also not finished before the Sailor Moon manga debuted; it ran in a different magazine (RunRun) while Sailor Moon ran in Nakayoshi, and at a slower pace. Despite it being shorter (3 volumes in its original release, 2 in its new-cover format, which is the version finally licensed by Kodansha USA for release in English-speaking countries), the final arc of the Codename: Sailor V manga did not appear in print until after the Sailor Moon series ended.In the manga, Sailor Venus is still regarded as the leader of the Inner Senshi (comprised of Sailors Moon, Mercury, Mars, Jupiter, and Venus), while Sailor Moon is Princess Serenity, and the one with whom the other Sailor Senshi are charged with protecting. Yes Sailor Stars was the fifth and the last season of the original Sailor Moon version however Toei Animation has created a new version of Sailor Moon which is called Sailor Moon Crystal which is a retelling of the Sailor Moon story. Sailor Moon Crystal is being more faithful to the manga but there are still elements from the original Sailor Moon series such as the same villains and the same Sailor Soldiers as well as Tuxedo Mask, Chibiusa, Luna and Artemis.
