ok ok ok um to get celibie you need a type of rock idk what type tho and you need latios or latias you also need groudon you must have beaten red too!

then once you get kanto and hoenn starters You must go to mt silver and where red is standing red should be gone and celibie should be there!

You need Surf to get to each legendary bird. Articuno is in the Seafoam Islands, Zapdos is in the Power Plant, and Moltres in on Mt. Ember. The power plant is located on the same route as the Rock Tunnel. Use Surf, then head south to reach the power plant. Zapdos will be waiting at the exit. The Seafoam Islands are easily accessed from Cinnabar Island; you just surf East. Please note that you will need Strength. On One Island, surf north to Mt. Ember; use Strength to move the boulders out of your way to reach the top where Moltres is waiting. After getting the national pokedex and delivering the ruby and sapphire to Celio, you can access Cerulean Cave. To reach the cave, surf south from Route 24. After navigating a simple cave-maze, you will be able to catch Mewtwo. Lastly, after doing the above steps, a legendary dog will randomly appear in tall grass. After you first encounter it, you can track it on your pokedex. If you chose Charmander, you get Suicune; if you chose Squirtle, you get Raikou; if you chose Bulbasaur, you get Entei.
