A helium balloon rises rapidly until one of two things happens due to the falling air pressure with rising altitude: the balloon expands and pops and the remnants fall back to earth, or the balloon reaches an altitude where it can't rise further and the high altitude winds carry it off. Eventually if it has not popped the helium will slowly escape and it will fall back to earth. By the time it does fall back to earth it is usually hundreds to thousands of miles from where it was released.
